21-199 Adoption of Ordinance Number 2021-03 Regarding Building Pad Heights for Non-Hillside Lots

    As a Registered Civil Engineer, the Finish Floor Elevation must be set at a minimum of 1 foot above (or FEMA Required depth) the Base Flood Elevation. It appears that the phrase in section 2a c) Building Pad "AT LOWEST NATURAL GRADE" should read "AT HIGH NATURAL GRADE" or the phrase "AT LOWEST NATURAL GRADE" should be omitted. Otherwise, it is a contradictive statement and there will be a large void beneath the concrete slab/finish floor.

    I started alerting staff in 2013. There was NO NEIGHBOR, just a contractor who demolished the adjacent home and began changing the natural FLATLAND topography by significantly elevating the lot and pad height for a SPEC HOME. Suggestions: LISTEN to neighbors' FACTUAL EXPERIENCE of stormwater events, CONSIDER the surrounding areas' pad heights to preserve neighborhood's character, IMPLEMENT codes & ordinances e.g., not change the historical entry & exit locations of stormwater. Thank you.
