    SB1350 does not properly define STRs. It requires STRs to be “Transient Public Lodging Establishments.” This term is undefined in AZ Law, Common Law, Fed Law, etc. There is NO DEFINITION. Private houses are NOT public dwellings. You cannot enter private houses even those operating as STRs without trespassing. They are not public. Since SB1350 does not define STRs, Towns are NOT limited in their regulations.

    SB1350, Pg 1 L6: A Town cannot limit STRS based “SOLELY” on classification.

    “Solely” implies that Towns cannot create a new classification for STRs for which STRs are the only item in that classification. The law allows for Towns to place STRs into existing classifications.

    STRs deliberately act like resorts. It is within SB1350’s scope to place STRs into the existing classification of hotels and resorts. As a result, the Town has the full authority to regulate STRs as though they are resorts.

    my name is Guy labelle and I an a spokesperson for 5 subdivisions along Mountainview rd trying to stop the STR's from ruining our area.
    Another issue you should also address is the problem we have with the renters who come in and are vetted by the owner but then invite all types of unsavory people to come over and party with them or even stay with them overnight. This has led to drunken drivers in and out of the premises.
    Loud noises, drunken drivers, vulgar language are common.
