At the concept review hearing, please explain in layman's terms: (1) How will the grading, catch basins, water retention basins, etc., operate to protect the downhill neighbors from excessive water run-off, once built? (2) What steps will be taken to avoid excessive water run-off during construction? (3) How confident can we be that the grading and drainage plans will work as expected?
