A. 26-196 Discussion and Possible Action on Franciscan Renewal Center Major Special Use Permit Amendment (SUP-26-02) 5802 E Lincoln Drive (APN 169-31-020)
It doesn't appear applicant has truly exploited solar opportunities on many of the roofs in the complex. Asking the neighbors to give up their view to install an overly high and large solar covered carports installation and reduce neighbors views is not warranted. At E Vista Dr and N Scottsdale Rd, a more discrete solar covered carport system was installed at the church which isn't as high and does not impact views of Camelback and Mummy Mountain.
I believe that no portion of any array should be allowed closer than 60 feet from any property line. 90 feet back would be better. I believe no portion of any new structure should be higher than the solar array approved within the last few years at what is now the Vista Church and Iglesia Vista at 5230 N. Scottsdale Road. Some modification of the proposal is required as it is far too intrusive and obstructive of the view from neighboring properties. That is too much negative impact on others.
